On Aug. 21, 2025, The Indian government issues new
regulations governing registration and insurance of old vehicles that will make
it far more compared to renewing registration and insurance on older vehicles,
especially vehicles that are older than 20 years. The action is an attempt to
deter the operation of vehicles that are too old and pollute the environment
and compel individuals to discard them and exchange them with greener ones.

Commercial vehicles over 15 years of age also will have their fees increased significantly ₹12,000 on medium and ₹18,000 on heavy with a twofold increase on vehicle over 20 years old.
Why Now ?
The government wants to eliminate vehicles which are dirty
polluters, particularly the vehicles which were produced before the BS-II emission
standards. Vehicles that are older will emit a higher rate of pollution, and
they are dangerous to the environment as well as human health. Inflating the
cost of renewal is perceived as an incentive to get owners to scrap them.
Has the Delhi-NCR been Affected ?
There is no effect on Delhi-NCR as far as the proposed changes are concerned. In that area, the court orders have made it illegal to use diesel cars above 10 years old and petrol cars above 15 years old to ply.
What to do with a class old vehicle :
- Be knowledgeable about new official resolutions at the RTOs or the Ministry of Road Transport.
- Planning: Determine whether it is cost-effective to renew registration or fitness tests or scrap is more economical.
- Monitor the public consultations: you may be given an opportunity to provide your opinion.

- In case this rule stands:
- The documents to re-register an old 20-year-old bike might be of 2000 rupees.
- Such a similarly aged car may be charged a re-registration fee of 10,000.
- Medium and heavy commercial vehicles may increase to a maximum of 24,000 and 36,000 in fees, respectively.
- The change would promote scrappage of vehicles but cannot be applied to Delhi-NCR because of local bans.
- The proposal is under review and people are yet to depending on their input.
